Mostly, the problem as presented here is with women who also completely cover their faces, though many of the photos exhibit other forms of modest dress and headcovering, as worn by Muslim women around the world. In some places, especially in Europe, the controversy is not so much about women covering as it is a fear of some form of Islamic oppression (perceived or realized), but still the headcovering has become the symbol of that which divides.
